This comprehensive workshop covers how to write and implement an affirmative action plan. The focus is on federal service and supply (non-construction) plans with some coverage of state and local government plan requirements. Each element of the written plan is presented with an accompanying exercise and actual assembly of the overall document. After the written plan is prepared, the program turns to the key implementation activities required to make the plan useful and legally compliant. This portion of the class is organized around the submission requirements of the Office of Federal Contract Compliance Programs’ (OFCCP) “scheduling letter” which is sent to federal contractors who are audited. Recent OFCCP developments will be included along with our signature practical pointers and tips.
Key elements of the workshop include:
- Legal framework and self-assessment: Who must develop a plan; how many plans must be prepared; timing issues; addressing multiple jurisdictional requirements; data collection
- Plan development: Statistical analysis-organizational profile; job group analysis; 2-factor availability analysis; comparing incumbency to availability; utilization rules; goal setting
- Plan development: Narrative elements-women and minorities; individuals with disabilities; veterans
- In depth coverage of the “additional required elements” ranging from the very simple to the more complex, including problem area identification, strategies for solutions, auditing and reporting, recordkeeping, communication, applicant tracking, adverse impact analysis, and compensation analysis
- Exercises, practice activities, and group interaction will enhance your understanding of these requirements
- Take-away sample affirmative action plan
Who Should Attend
Human Resource personnel or EEO Coordinators at any level who (1) want to write their own plans or have a better understanding of the detailed elements of a plan; (2) need an in-depth understanding of what a government contractor must do to implement a plan that is meaningful and legally compliant.
